Local Government Training - Sakhalin Island
Programme Background
The Local Government Training Programme has been developed from the success of one of the early workshops of the Global Links Programme
Programme Objectives
This programme is concerned with strengthening local government in Sakhalin to enable local and municipal government to work effectively with the private sector and civil society to promote sustainable social, environmental and economic development.
LEF has developed a training course, in partnership with Sakhalin State University (SSU), to develop understanding among key local government personnel on how different strengths, complementary resources, knowledge and skills can jointly address the complexities surrounding sustainable development in Sakhalin. The course was accredited by SSU and ran from September 2005 to July 2006. |

Programme Activities
The training course is delivered through a modular programme. It is specifically tailored towards middle-ranking local government officials who work on the front-line of service delivery e.g. health promoters, community development workers, agricultural developers, educationalists. The six topics covered are;
- Local government’s role
- Identifying sustainable development
- Organising and managing a community project
- Community consultation, purpose and process
- Effective partnership working
- Resources and funding
